Elizabeth Rios has a diverse professional background with over 20 years of experience in investigative services. She also possesses extensive knowledge and experience in various areas such as business ownership, management, sales, operations, commercial collections, conflict resolution, and customer service. Additionally, Elizabeth has expertise in legal aspects including mediation, negotiation, and service of process. She is highly proficient in marketing and branding, holding multiple certifications in these fields. Elizabeth is dedicated to providing exceptional customer experiences and strives to establish the highest industry standards.
MR. HAL WALLACE
President / Owner
Hal Wallace has 20+ yrs in the collections industry. He's an experienced business professional with a demonstrated history of working in the financial services industry. He's well versed in legal processes and skilled in commercial collections, mediation, negotiation, case research, skip tracing investigations, asset discovery, account reconciliation, debt consolidation, and commercial equipment sales. Hal received his Bachelor's Degree in Public Affairs with a concentration in Mediation from The University of Texas at Dallas.
JESSE RIOS
Vice President
Jesse Rios has 15 years of Client Relations experience, Business Development, and Leadership. Jesse’s current focus is overseeing all team members of Ryan & Jacobs and assisting in Operations and Business Development. She is highly skilled in mediation, conflict resolution, team building, and mentorship. She received her Bachelor of Science Degree from The University of Texas at Dallas.
AMBER MCNUTT
Accounting Director
Amber has been in the commercial collections industry since 2008. She specializes in Accounting, HR, and Client Relations. Amber’s current focus is overseeing all accounting activities at Ryan & Jacobs and assisting with client relations. Prior to Ryan & Jacobs, Amber worked at a law firm based in McKinney, TX. In her role as Accounting Manager & HR Assistant at the law firm, she oversaw over 40 employees and overseeing the bookkeeping for over 4,000 accounts a month. Amber attended Collin College and has her Texas Bookkeeper Certification along with Quick Books Pro certification. She is a member of the NACPB.

Jessica Devenny
Client Services Director
Jessica has been in the client service industry in some way, shape or form nearly her whole career. From Human Resources, to Real Estate and now as Client Services Director at Ryan & Jacobs, her focus has always been maintaining trust in her clients and striving everyday to exceed their expectations and provide a seamless experience from start to finish.
Jessica got her Bachelor of Arts degree at Florida State University majoring in Human Resource Management. She later studied Culinary Arts at Collin College, and finally obtained her Real Estate license in 2013.
